Practice and reflection on cultivating high level talents to enhance the technological innovation capability of agricultural research institutes

高层次人才引育提升农业科研院所科技创新能力的实践分析

Abstract:

【Objective】 This study summarizes the practices and achievements of Xinjiang Academy of Agricultural Sciences in introducing and cultivating high-level talent teams since 2023, providing reference for exploring an effective talent introduction model. To provide reference and guidance for agricultural research institutes to cultivate high-level talents and enhance their scientific and technological innovation capabilities. 【Methods】 A combination of literature review, symposiums, and field research was used to analyze the current situation of Xinjiang Academy of Agricultural Sciences in attracting and cultivating high-level talents. From the aspects of discipline development, cultivation environment, cultivation quality, and citation mechanism, countermeasures were proposed to enhance the independent innovation capability of agricultural research institutes. 【Results】 At present, the number of projects led by scientific and technological personnel under the age of 45 at Xinjiang Academy of Agricultural Sciences has reached more than 50% of the entire institute's projects, and 82 people have been selected for the first batch of talent plans in the autonomous region; Establish a targeted talent introduction mechanism with domestic agricultural colleges and universities, and introduce 28 young PhDs (including 2 returned PhDs), of whom 1 was selected for the Kunlun Plan. By 2023, among the frontline scientific and technological personnel of Xinjiang Academy of Agricultural Sciences, PhDs will account for more than 30%; Subject team leaders under the age of 45 become the main force driving technological innovation, effectively enhancing the overall vitality of the talent team. 【Conclusion】 Establish a mechanism for attracting foreign talents, focus on strengthening the introduction and employment management of foreign talents according to the characteristics of disciplines, establish a more flexible mechanism for the flexible introduction of top talents, implement flexible and diverse salary distribution methods, and achieve task goal management.

摘要:

【目的】研究汇总2023年以来新疆农业科学院引进和培育高层次人才队伍的做法与成效,为探索出一套行之有效的引才模式提供参考。为农业科研院所引育高层次人才提升科技创新能力提供借鉴和参考。【方法】采用文献资料检索、座谈会与实地调研相结合的方法,分析新疆农业科学院引育高层次人才的现状,并从学科发展、培育环境、培育质量、引用机制等方面,提出提升农业科研院所自主创新能力的对策。【结果】目前,新疆农业科学院45岁以下科技人员主持项目数达到全院项目的50%以上,82人入选自治区第一批人才计划;与国内农业院校建立定向引才机制,引进青年博士28名(含海归博士2名),其中1人入选昆仑计划,截止2023年新疆农业科学院一线科技人员中,博士占30%以上;45岁以下学科团队负责人成为推动科技创新的主力军,有效提升人才队伍整体活力。【结论】建立对外人才引用机制,根据学科特点,着重加强对外人才的引进和聘用管理,建立更加灵活的顶尖人才柔性引进机制,实行灵活多样的薪酬分配方式,实现任务目标管理。
